2.1: [OpenStack] SSH keys are not set with OpenStack provider

Unlike with other providers, master/node SSH keys are not set by the OpenStack provider.

When is your 1.0.0 release scheduled for?

Realistically, #447 also needs to be implemented before the OpenStack support is going to be useful to anyone.

WRT getting the CLA signed, as discussed in https://github.com/supergiant/supergiant/pull/444#issuecomment-371448216, we really need to have a proof of concept setup of SuperGiant running first. I've got to a point where Kubernetes is setup and usuable (minus the load balancer) but autoscaling is not working. The logs are full of the errors described in #434, which are probably related. It would be great if you could have a look at this problem as I unfortunately I don't have much time at the moment.
