Use heartbeat to update latency metric

https://github.com/superfly/litefs/pull/340 added a heartbeat that we can track to ensure that the replica is continually connected. We should hook this into a metric that we can report on. There is currently a litefs_db_latency_seconds metric but that is per-database and the heartbeat is server-wide.
