`fly redis update` needs… an update

Describe the bug Upstash has just recently announced new pricing models. Since the databases created by fly need to be updated/maintained by fly, I tried to use fly redis update <db-name> but it's outdated.

Select an Upstash Redis Plan

  Pro 2k: $280 per month, per region. Includes 50GB storage, 2k req/sec
  Starter: $10 per month, single region only. Includes 200MB storage, 100 req/sec
  Standard: $50 per month, per region. Includes 3GB storage, 1000 max connections, 100 req/sec
  Pro 10k: $680 per month, per region. Includes 100GB storage, 10k req/sec
> Pay-as-you-go: $0.2 per 100K commands

According to the new pricing page the new plans are:

• Pay as you go
• Fixed plans
