Add Logflare support

What kind of change does this PR introduce?

This PR brings the possibility of exporting export logs to Logflare.

What is the current behavior?

What is the new behavior?

Logs will be transferred to Logflare if in system environments are variables LOGFLARE_API_KEY and LOGFLARE_SOURCE_ID. Also, it's possible to add the project name to logger metadata through the PROJECT sys variable.
