Remove GraphQL postprocessing step

The requirement to call graphql.rebuild_schema() was removed in pg_graphql v0.3.0. That version has not released for all (any) customers yet.

Opening as draft PR so we update these instructions once the version updates.

v0.3.1 is on the platform so graphql.rebuild_schema is no longer necessary
