Could you make a release now that https://github.com/suo/lintrunner/commit/a4d6b7469307acae7228d95ee08a4764b1e655f2 is merge to add the win64 wheel? Thanks! @suo

https://pypi.org/project/lintrunner/0.12.3/#files (and afterwards) => has only lintrunner-0.12.3-py3-none-win32.whl for Windows x86
