Enable combo modifiers for world characters

This allows using LCTL+RSFT instead of LALT and RCTL+RSFT instead of RALT.

In this way Windows users can circumvent the OS incorrect handling of LALT which results in the COMPOSE_SEQ_WINDOWS keystrokes to be output instead of the expected international character.
