Replace TravisCI tests run with GitHub actions

It's weird that tests were not run for this PR, while they ran successfully in the corresponding branch on my fork (https://github.com/claudep/django-summernote/tree/ghtest). Anyway, I think having the test suite running again is very important for proofing future PRs/commits.
