ToolbarSize affect UI font size

Describe the bug Changing ToolbarSize makes toolbar font gigantic. You can nivellate it with UIFontSize, but then tab and menu text fades away to nothing, becoming almost invisibly small.

on its own that setting is generally not a problem so here it is doubled to 36 which would be the same as using bigger bitmaps in older versions for small "touch" screen users. The tabbed area is more fixed size by windows interface fonts. However there is an interaction and one open issue for text icons.

Most obvious problem is menu height
