Issue with "no tabs" and "RememberOpenedFiles" options

If both those options are enabled, the first time a file is opened it will also reopen the file that was closed last in a previous session. Afterwards, if another file is opened, it will launch a new instance for each currently opened file as well. So by opening 2 files from explorer, you'll end up with 5 separate program instances and so on. (i'm on the 15154 prerelease version.)

I have experienced the same issue. It persists in the latest version, 16011, built on 2024-04-09.

I can't reproduce in latest pre-release.

If it still happens, please provide a complete and detailed sequence of operations to reproduce.

There are many ways to open or close a file and it matters.
