Test out locale for Arabic in Spotlight

Could have implications for sul-embed as well.

Because of the upcoming Special Tribunal of Lebanon release, we anticipate that there could be users who are coming from Arabic speaking countries who may find their way to the Spotlight collection.

Interested in doing some analysis work with a developer on assessing the feasibility of implementing some of the changes that allowed Arabic, similar to DLME.

Design isn’t 1:1 for Spotlight and DLME, so some design work will need to be done in order to ensure right to left reading is possible.

@laurensorensen plans to test out the current Arabic language in a sandbox to see that the feature works as expected.
