Investigate Content Based Image Retrieval Systems

One of the goals of this project is to assist law enforcement officials in their efforts. To this end, a content based image retrieval system (like in https://github.com/dermotte/liresolr) would go a long way in allowing images to be used as the search criteria. There are other likely candidates for this type of search interface, but more information needs to be gathered on what this kind of interface may look like.
