Show different articles+ login banner if user is logged in but doesn't have privileges

Related to #6174

We're displaying a banner when the user isn't logged in, and #6174 specifies that we shouldn't show the banner when the user is logged in.

However, we probably should show a different banner when the user is logged in, but doesn't have eresource permissions. (User is NOT in stanford:library-eresources-eligible user group.)
