Speach bubble icon has pointer style, but no click event

If you hover over the speach bubble icon, the mouse cursor turns into a pointer, which typically indicates a click is possible. In this case, there is no action when you click the icon, you have to click the text. Screenshot 2024-02-16 at 10 09 49 AM

Can this be closed? Or does it need to be changed? I don't see the chat with a librarian showing up on the prod server?
