Wrong role associated to ask for access feature

Bug Report

Problematic behavior When a user ask for access on a public document the access request is to become a member with read access.

Expected behavior/code It doesn't make much sense since the user can already read, so by default the user could ask for edit access.

Steps to Reproduce

1. Go to a public doc
2. Click on "Share"
3. Click on Ask for access
4. Go on the doc as an owner or admin and see the access request with read rights
