feat: Pump & Fan control based on temps

Description

Build the framework to allow the VCU to control the pumps and fan by reading the inverter and motor temperature. The output part of that should already exist, the VCU outputs the "PUMP ENABLE" and "FAN ENABLE" signals already.

Requirements

• [x] Add "border" temperatures to configuration
• [x] Add function to determine whether to turn on/off the fan/pump based on temp readings
• [x] Update fan & pump pdm in control state machine
