feat: broadcast BPS messages

The VCU interfaces with the brake pressure sensor, this should be read and added to the VCU broadcast message so it can be logged in the data logger.

Requirements

  • [ ] Periodically read from the BPS using the ADC
  • [ ] Add this data to the VCU broadcast packet
