We include Elseviers Open Access license, needs more evaluation

As I'm going through the codebase, just want to make sure we capture all these comments/TODOs.

It was reminder to check, if this license is used for immediate open access provision. I guess not, because it refers to Elsevier's delayed OA program: https://www.elsevier.com/about/open-science/open-access/open-archive But this needs to be validated!
