For some reason, the following breaking changes haven't gone through with the CI/CD

I suspect the tags that trigger this job need to be updated to be for the parachains-* tags that may update core parts of this template (and should target that tag for cumulus, not the v1.* tags, if updates are made) cc @sacha-l @paritytech-ci
