Missing `frame-weight-template.hbs` from file tree

frame-weight-template.hbs is used to generate the weights.rs file here, but you can clearly see it's missing from the file tree, as it is only contained in the SDK repository. I think it should be part of this repository as well, otherwise one should go to the other repo and manually download it.
