try to fix the smart contract links and paths

I am not sure why the Smart contracts menu was disabled (maybe cause the content is not valid anymore?) but reactivating it fixes the "link issue" mentioned in https://github.com/substrate-developer-hub/substrate-docs/issues/1975

Before merging make sure that the documentation is valid

Requires #2028 for all tests to pass
