cannot upload .dar if dataset attached to panel

Describe the bug

Cannot open .dar files that do not conform to JATS

Steps To Reproduce

Open a new figure package, insert a file in the middle of a figure legend, save, quit and try to reopen file (will be blank)

Expected behavior

In general, the tool should always be able to import what it exports, even if JATS is not respected in prototyping version.
