Using cite after selecting a block of text replaces the entire text

It is possible to invoke the cite tool after selecting text. The citation annotation replaces the entire text.

Either citations should be allowed only when there is no selection (startOffset === endOffset) or the citation should be introduced after the selection.

Hey! Not sure about that one. I think most word processors delete the selected content when you insert something. Try word or Google docs. Also if you accidentally delete something you can undo.

Maybe we should change the label to "Insert citation" so it's clear it's about inserting an element and not annotating a selection.
