[Feat] Disable analytics and CLI animations

Add flutter config --no-analytics and flutter config --no-cli-animations.

Why? It's just some diagnostics data.

Anyway, feel free to add PR to expose those config options.

I'm going to close this because of low interest in this issue and lack of response.

To add more:

• I don't think --no-cli-animations makes sense, since we're already running on CI where output isn't a tty, so flutter tool disables its animations
• this is a very popular action and I think flutter team having good analytics is useful for them. And if you really want to disable then, you can do it yourself with a single additional step.
