"Browse Packages" menu dimmed when no windows are open

Description of the bug

On macOS, an app can be open when it has no active document windows. In this state, many menu items are irrelevant, and thus grayed out.

But "Sublime Text > Settings > Browse Packages" is not one of these! It just opens a Finder windows, so it should be available at all times.

Steps to reproduce

1. Start ST
2. Close all document windows
3. Attempt to use Sublime Text > Settings > Browse Packages menu item

Expected behavior

The Packages dir is opened in Finder

Actual behavior

Menu item is grayed out
