`tree_row` layers flicker on repeated click interaction when open/closing a folder

Description of the bug

Clicking on the outskirts of a tree_row folder will cause all layer properties to flicker when pressed repeatedly at roughly less than 1/2 second intervals. This only happens when the mouse is on the very edge (top or bottom).

Steps to reproduce

  1. Start ST in safe mode
  2. Open a folder and expand the sidebar
  3. Open and close a folder closest to the edges of the tree_row area, repeat > 500ms

Expected behavior

No flickering
