Using `ctrl+tab` while the quick_panel is open, `next_view_in_stack` treats the keybinding as if you were holding down ctrl

Description of the bug

If the quick panel is open, using ctrl+tab and releasing all keys and repeating the key binding will traverse the view stack rather than going back and forth between the last visited view.

Steps to reproduce

1. Open Sublime Text in safe mode
2. Open 3 or more views with ctrl+n
3. Open Command Palette ctrl+shift+p
4. Press ctrl+tab and release all keys, repeat the shortcut

Expected behavior

The command should open the last visited view. Works as it should without the quick panel open.

Actual behavior

Switches to each view in the stack history as if you were holding down the ctrl modifier.
