Text misalignment with "glow" attribute at 125% scaling, gdi font rendering

Description of the bug

Text is offset if "font_style": "glow" is applied to the scope.

Steps to reproduce

1. Set scaling to 125%
2. Start ST in safe mode
3. Enable "font_options": ["gdi"] in preferences
4. Apply "font_style": "glow" to a scope in the Mariana color scheme and observe that scope

Installed Package Control and OverrideAudit to edit the color scheme

Expected behavior

Renders inline, 100% scaling

Actual behavior

Misalignment, 125% scaling
