Windows Installer does not set the version number
At the moment the Windows installer sets the program name to "Sublime Text Build 3103" and leaves the version empty.
Most provisioning tools (Chef, Puppet) on Windows check the registry for the version number before performing any installation steps.
Changing the fields to ProgramName:"Sublime Text" and Version:"3.3103" would make automated provisioning easier (at the moment due to Version being empty the installer is triggered every time e.g. when using out-of-the-box Chef tasks).
FWIW, the updater also does not update that version. Mine still displays as "Sublime Text Build 3064".
IMHO, sublime is stubbornly ignoring this issue.

I think the official has no intention of solving this issue. They may believe that this issue is meaningless at all. Sublime users don't use winget at all to maintain and first download. Sorry, that's all I can think of.
