Added LICEcap's LCF file format support

This adds support for LICEcap's capture format (http://www.cockos.com/licecap/).

Use LlCEcap to record and save the file with .lcf extension; then use ./anim_encoder.py example.lcf

Important: Filename must be saved with .lcf extension.
