[CSS] Add highlighting for `@scope` at-rule

What happened?

The current CSS.sublime-syntax breaks @scope at-rule highlighting

@scope (.light-scheme) {
  a {
    color: red;
  }
}

my current color-scheme & theme are Bass Blackcomb & Treble Adaptive respectively
