Tag container images with related Noosphere releases

We used to have container image tags that corresponded to releases. E.g., the orb container would have a noosphere-v0.14.0 tag that corresponded to the container built against the SHA that corresponds to the Noosphere v0.14.0 release.

It would be nice to bring that back, as trying to manually line up SHAs between a Github release and the Artifact Registry UI is somewhat tedious and error-prone.
