Event ids misaligned between IDs 12 and 26

We need to fix event_instances.json to reflect reality, as the leaderboards don't currently reflect reality for events between 12 and 26:

12 = Prime Directive
13 = Unlikely Heroes
14 = Second Battle of New York
.
19 doesn't exist
.
continues to be 1 off at 20
.
there is no 25
and 26 is where it lines up again
