This has fixed most of the CI, this build is still failing with a relink error: https://travis-ci.org/strukturag/heif-gimp-plugin/jobs/597011361

I assume these unlicensed files are acceptable: https://travis-ci.org/strukturag/heif-gimp-plugin/jobs/597011359#L278-L280

I'm unclear why it doesn't find the licence in COPYING...
