After selecting the Developer Portal and clicking Save in API Manager, I do not receive an email indicating my site has been created

After selecting the Developer Portal and clicking Save in API Manager, I do not receive an email indicating my site has been created. However, I am using FakeSMTP utility and I am able to receive test and other welcome emails from CMC. I came across some IBM reference that we need to set SMTP server via developer portal CLI. But how do I even access that? Can anyone help please?
