Unable to Install External Test Apps in Test Mode

Describe the bug When testing a Stripe App using the External Test feature, I'm no longer able to test the app in test mode. When toggling Stripe to test mode, an "App is installed in live mode" message is displayed. This is a recent issue, as I was always able to use external test apps in test mode before.

To Reproduce Steps to reproduce the behavior: Install any app using the external test feature. Try toggling Stripe to test mode. It won't let you use the app in test mode.

Expected behavior It should be possible to use external test apps in test mode.

This is a big problem for my app which offers utility in both test and live mode. If this was a design decision, I'd appreciate reconsidering.

We're in the process of transitioning our Stripe Extension into a Stripe App, and I've encountered a question regarding this matter. Is it the case that the installation of apps via install links is exclusively functional in Live Mode? Does this imply that end customers will need to experiment with the app using genuine transactions?

Did anyone ever find a solution for this? I am trying to use the external link test feature and it ONLY installs the app in live mode regardless of what URL I use.
