Implement listing page / view when no topics are available:

Hi @suyash-naithani! Jenn and I met today to make sure our empty states were consistent. We've decided to change to the plus-circle icon instead of the rocket icon, update the copy, remove the toolbar/pagination, and place the empty state on the page background instead of within a card.
