New setting for api_docs base_path

I am using this tool in a project and I appreciate it much.

I noticed line 46 in https://github.com/striglia/pyramid_swagger/blob/master/pyramid_swagger/init.py has a 2-year old TODO item for adding this setting. Is is under work or do you accept PRs?
