Native UWP Build causes issues with nutc_driver.exe

Describe the bug Building for UWP works normally, however, to release for the Microsoft Store game packages, it requires to use the native compilation feature of UWP, this is what breaks. nutc_driver.exe which handles the compilation breaks with error 1,2 or 3

To Reproduce Steps to reproduce the behavior:

1. Make a UWP project under stride 4.0.1.1428
2. Build the UWP package by enabling the UWP native build

Expected behavior The package should build properly
