task[cspell-tools]: support splitting words on `-` or `_` if all the words are already in the dictionary.

When compiling a dictionary, cspell-tools already supports not including camel case words that when split are already in the dictionary. This helps reduce the size of a dictionary.

For example: my-favorite-class, doesn't need to be included, because my, favorite, and class are already in the dictionary.

Thank you for asking. I was closing old issues. Since the splitter was working splitting across - I has assumed I had completed this. I guess not.
