Expand quests to shelters

I believe many quests can be extended to the shelter_type=basic_hut shelter, similar to wilderness_hut: https://github.com/streetcomplete/StreetComplete/issues/6347.

AddPlaceName: 68% already have a name set, I have not yet visited such a hut without a name, so atleast in my region they are common.

AddGeneralFee: 292 fee=no and 85 fee=yes.

toilets_availability 30 have toilets=yes and 15 have toilets=no I believe this could also be expanded to shelter_type=lean_to with 73 toilets=no and 359 toilets = yes. However this is heavily scewed by the majority of these shelters being in one country: denmark.
