Add bicycle_parking=safe_loops to the bicycle parking quest

Use case I feel like I see so many of these types of types of bicycle parking in Sweden but I thought they would just be classified as bicycle_parking=wall_loops because it's technically correct. I just recently looked into it and found out this more specific tag that's more specific: bicycle_parking=safe_loops which makes it more accurate.

It's like a wall loop but there is a thing on the side where you can lock the bike frame to the stand instead of the wheel which makes it safer.

You might say that the tag is rare but that might be because people didn't bother looking it up and just tagged it as wall_loops.
