[FullNode] Enable TOR connections

If I configure my node to use the TOR network and in my config I set externalip=XXX.onion - I get the following error:

There was a problem initializing the node. Details: 'No such device or address'

Firstly, is there another setting I am missing?

This will be useful when cold staking comes online, as it will enable an added layer of privacy for the hot staking wallets

@thecrypt0hunter tor implementation already has been done in bitcoin-core, is just a matter of them adapting it to Stratis, I'm just surprised it hasn't been done yet. Actually we should check if they've done it in @NicolasDorier's NBitcoin. Then they can just port it over even easier. :rocket:
