update docs for template generation cli command
What does it do?
Updated the instructions for generating a strapi template.
Why is it needed?
The current docs are out of date. It seems as though publishing to npm is required to be able to use generated templates.

@derrickmehaffy I had to close the other PR due to some issues with my username associated with the commit and the CLA. This should be all good. Sorry about the trouble.

One of the Strapi core team developers, @remidej, already started working on updating the templates for Strapi v4 a while ago (see #665). We really appreciate your help as well. I've added Rémi to review your PR and we'll see what we can do with both pieces of content. Just for your information, we might be slower to respond next week because of a company-wide event, I think it would be safe to assume that your PR won't be approved & live before June 15th (the date of our next documentation deployments).
In the meantime, I will add a callout at the top of the page, mentioning both PRs so people can follow the work-in-progress. Does that sound good to you? 🙂
