Can't assign multiple levels when level is in other group

I can't assign a different level to the user if the level is set in another group than "Main group"

Update:

when ticked "Check to hide this level from the membership levels page and disable registration." this issue happens.

It makes no sense to disallow multiple levels assigning for admins.

When I wanted to assign the user a new free level that is not available publicly I came across this issue.

Has this issue been rectified?
