Member Imports: Certain characters don't encode correctly

Describe the bug Using characters such as £ in fields such as the user password when importing doesn't encode properly, resulting in an incorrect password being imported. Fields with an extra " or , have also been reported to cause an issue. Reported in https://paidmembershipspro.com/forums/topic/users-not-importing-correctly/

To Reproduce Steps to reproduce the behavior:

  1. Fill out a CSV file, include a special char such as a £, specifically in the password field.
  2. Import the file
  3. Attempt to login using your password with a £ symbol

Expected behavior Characters should be encoded correctly during import

Isolating the problem (mark completed items with an [x]):

  • [x] I have deactivated other plugins and confirmed this bug occurs when only Paid Memberships Pro plugin is active.
  • [x] This bug happens with a default WordPress theme active, or Memberlite.
  • [x] I can reproduce this bug consistently using the steps above.

WordPress Environment

WordPress v 5.4 PMPro 2.2.6 Memberlite 4.3
