Add a checkout email Specific for Approval levels

Is your feature request related to a problem? Please describe. Would like to send specific information for the user awaiting approval and not send them the information in the general checkout emails until they are approved.

Describe the solution you'd like Similar to how Pay by Check works, perhaps?

This may not be entirely possible to stop the emails from going out completely but the options are:

• Add a level confirmation to the confirmation email explaining things.
• Use custom code to send a specific email at checkout with custom information.
