Show toolbar if user has Approver role

Is your feature request related to a problem? Please describe. When setting the block dashboard and hide toolbar options in Settings > Advanced and the user has pmpro_approver as their only user role the toolbar shows on the frontend for the user, however, if the user has multiple roles assigned and one of those roles is subscriber the toolbar is hidden.

Describe the solution you'd like The WP toolbar shows for a user if they have the pmpro_approver role assigned as an additional role.

Describe alternatives you've considered Customization code that hooks into the pmpro_hide_toolbar filter and sets hide to false if the user has a set role.
