Bug: Only available for super admin in multisite network

Add Member from Admin and the ability to edit users is only available in the dashboard for Super Admin role and not for Administrator or Membership Manager role.

As a temporary workaround adding, to a customization plugin, the solution available on the page below restores user editing capabilities for Administrator and Membership Manager roles in a Multisite environment: https://thereforei.am/2011/03/15/how-to-allow-administrators-to-edit-users-in-a-wordpress-network/
