Feature Request: Add CSV import for orders functionality

When importing users via CSV (including existing users), you can include order data to create 1 new order row for that user.

Order data is stored in one DB table (besides discount code uses) and can be imported through SQL/Adminer/phpMyAdmin/etc.

I would love this! I'm actually in need of it now, as I've had multiple users submit checks without actually "checking out" on the website, which is forcing me to edit users, create orders one-by-one, or ask everyone who submitted a check to login and complete a payment process that they've already done by paying by check!
